Constrain Counter Readings to Core

This option allows certain readings of specified counters to be ignored, unless the readings were read at the start or end of a task on a specified core: Renderer, Tiler or Geometry. This may fix the appearance of zoomed-in graphs when one of the inputs is particularly noisy.
